Hello Tilli,

There's the FolderAdd event provided by the Outlook.Folders collection. Note that your question doesn't directly relate to Add-in Express Regions for Outlook and VSTO. I would suggest that you ask questions about the Outlook Object model at Microsoft's Outlook for Developers Forum, see http://social.msdn.microsoft.com/Forums/en-US/outlookdev/threads.
